Job Description

We are seeking a highly motivated and experienced Proposal Manager to join our team. The Proposal Manager will be responsible for managing the entire proposal development process, from initial request for proposal (RFP) to final submission, ensuring that all proposals are compliant, compelling, and competitive. The ideal candidate will have a strong background in the Oil & Gas industry, excellent project management skills, and the ability to work effectively under pressure.

Responsibilities

  • Lead and manage the full proposal development lifecycle for complex Oil & Gas bids
  • Analyze RFPs, RFQs, and solicitation documents to define proposal strategy
  • Coordinate cross-functional teams (engineering, project management, finance, legal, marketing)
  • Develop and maintain proposal schedules to meet strict deadlines
  • Write, edit, and review proposal content for clarity, accuracy, and compliance
  • Prepare executive summaries, technical sections, and value propositions
  • Manage internal review and approval processes and incorporate stakeholder feedback
  • Maintain proposal templates, standard content, and best practices
  • Ensure compliance with internal policies and external regulations
  • Develop detailed cost estimates including materials, equipment, scope of work, and subcontractors
  • Prepare detailed manhours estimates for all project phases
  • Use historical data, benchmarks, and project-specific inputs for accurate estimates
  • Present cost and manhours estimates to senior management
  • Update and improve cost estimation models and tools
  • Track actual project costs and manhours versus estimates to improve future proposals

Requirements

  • Minimum 5 years of proposal management experience (Oil & Gas preferred)
  • Proven success in managing and winning complex proposals
  • Strong understanding of the Oil & Gas industry and regulatory environment
  • Excellent project management and multitasking skills
  • Strong written and verbal communication abilities
  • Proficiency in Microsoft Office and proposal management software
  • Experience with cost estimation tools and software
  • Strong analytical and data interpretation skills
  • High attention to detail and quality standards
  • Ability to work independently and collaboratively
